They are a non traditional university operating completely legally and they grant degrees to suitably qualified applicants based mainly or exclusively on life experience and prior learning."?
If you have seen such material, then you've read the sales pitch of a diploma mill. For many people, these messages may seem to hold the quick answer to a multitude of problems that they face in their personal and work lives. However, as you may have suspected, there is a lot more here than meets the eye. The degrees "conferred" by these nebulous "universities" are not recognized and have no value.
